asp.net 应用程序脱机

我运行一个asp.net网页  出现
This application is currently offline. To enable the application, remove the app_offline.htm file from the application root directory.

我找到了app_offline.htm并且删除了  在运行还是出现相同的问题  请问怎么回事啊
	           

答案：是用vs2005还是2008?我用2008说明一下,2005应该相似:

VS2008-->打开网站-->网站-->asp.NET配置-->应用程序-->查看一下右侧"应用程序状态".
