要求免安装framework 1.1 (无安装权限),也可运行1.1 的程序

很变态的要求,不知有什么办法解决么?
无法安装.net famework,但要求能运行开发的程序.

RemoteSoft's linker and mini-deployment tool 
Thinstall Studio 
Xenocode 

These mean the framework itself isn't required, and give additional protection against decompilation. The downside is that if a user then has many such applications, they end up effectively with multiple copies of bits of the framework. They also mean that the user won't benefit immediately from updates such as service packs - they'd need a new version of your application.

如果能够拿到管理员权限，干脆写一个小程序在后台给他装一个framework，叫做“为第一次运行做准备”。
一般这种问题不建议采用技术方法解决，客户提出这种要求通常是不了解.net，或者电脑上运行了别的公司的软件不让动。
