Windows Azure SDK 1.0有bug？

新建CloudService项目，添加一个webrole。
在webrole根目录下添加一个1.txt
若以webrole项目作为startup项目，可以访问此1.txt
以cloudservice项目作为startup项目则不可。

这些问题让我的js文件统统都不能执行了 --------------------编程问答--------------------
