PPC 2003模拟器问题

我先安装了Microsoft  Pocket  PC  2003  SDK.msi 
又装了Chinese  (Simplified)  Emulation  Images.msi  
可还是不能用啊
错误：
Emulator for windows ce
one or more files from the emulator for the windows ce installation is missing 
please reinstall emulator for windows ce and tyr again
请问是什么原因啊？谢谢~~
